WHY

Systemic challenges, inequality, and a history of political instability have impacted for decades Guatemala’s social, democratic development and sustainable economic growth. The project was initiated to support Guatemala in its efforts to create the necessary conditions for development and growth and to ultimately reduce poverty.

WHAT

The intervention was defined by several critical factors:
Technical Assistance Requirement: To provide vital technical assistance services essential for strengthening Guatemalan state institutions. This encompassed support for the design, implementation, monitoring, and evaluation of national strategies, policies, and reforms aligning with the EU's cooperation with Guatemala.
Enhancing State Institutions: To contribute to the enhancement of effectiveness, efficiency, and transparency within State Institutions through technical support interventions. This, in turn, aimed to maximize the impact of future EU interventions, fostering more profound and sustainable change within Guatemala's governance structures.

HOW

The project was a Facility and adopted a demand-driven approach, allowing the Guatemalan government to define its specific needs for technical assistance. This approach ensured that the technical assistance products provided were well-aligned with the country's priorities, promoting the appropriation of these services. Moreover, it allowed for flexibility in addressing emerging needs throughout the project's lifecycle that may not have been foreseen initially.

RESULTS / ACHIEVEMENTS

Technical Assistance Programmes:
A total of 50 TA programmes were executed, generating 144 products for various institutions. The fact that all these products were approved by the requesting institutions underscores the high quality and relevance of the services delivered.
Expert Mobilisation:
A substantial 3,365 non-key expert (NKE) days were mobilised, indicating the project's commitment to providing in-depth expertise and knowledge transfer.
Capacity Building:
Training reached 5,186 technicians and professionals from different governmental entities. This extensive capacity-building effort aimed to enhance the skills and knowledge of public servants, contributing to better governance practices.
Diverse Support:
The project provided support to the Guatemalan government across a wide range of areas, including the preparation of guides and manuals, IT development, specific studies, and the organization of events and exchange programs. This comprehensive approach addressed multifaceted challenges within the public administration.
Impactful Contributions:
IAAP's interventions had the most significant impact in four key areas: i) Results-based management, ii) Public investment, iii) Improvement of institutional processes, and iv) International trade. These contributions served to streamline government processes, enhance accountability, and promote economic growth through international trade.
